Overview
This is a study about AEO and SEO in practice, not just an industry curiosity, focused specifically on business setup consultants and company formation firms in Dubai, UAE. Across four commercial AI answer engines and 386 analysed responses, the Dubai business setup consultant market shows extreme concentration of recommendation, weak correlation between reputational signals and AI visibility, meaningful variation across engines, and a very large tail of UAE firms that never surface at all. Every finding below carries a direct implication for how a Dubai business setup consultancy should actually prioritise its AEO and SEO work. The complete league table, per engine breakdown, and full methodology are in the downloadable report.
FINDING 01 · CONCENTRATION
Three Dubai business setup consultants account for 41 percent of all consultant recommendations recorded. The top ten account for 72 percent. Only 41 distinct business setup and company formation consultants were named across the entire study, out of a tracked Dubai market of 219 firms.
Where a traditional search results page distributes attention across the first ten to twenty entries, these engines concentrate recommendation on a small number of Dubai business setup consultants and give no material coverage to the rest of the UAE market.
Cumulative share of recommendations among Dubai business setup consultants, ranked by share of voice. The curve rises steeply through the top three firms and flattens beyond rank ten.
If your Dubai business setup consultancy sits outside the top ten, the priority is not incremental on-page SEO. It is earning a first citation at all in AI answers about business setup and company formation in Dubai. Winning is binary here far more than traditional search ever was: appearing beats ranking higher once you already appear.
FINDING 02 · ENGINE VARIATION
Individual Dubai business setup consultants register substantially different share of voice across the four engines. One Dubai firm is named in 68 percent of ChatGPT responses and 27 percent of Claude responses, for the same underlying business setup queries.
If AI visibility simply tracked a Dubai business setup consultant's overall reputation, every engine would return substantially the same list. It does not. Visibility for company formation firms in Dubai appears to be contestable independently on each engine.
Share of voice by engine, for four Dubai business setup consultants with the greatest cross engine variation.
For a Dubai business setup consultancy, a single "AI visibility" score is a misleading target. Track ChatGPT, Claude, Gemini and Perplexity separately, since winning on one is demonstrably not the same as winning on another, and a strategy built around only one engine can leave the rest of the Dubai market untouched.
FINDING 03 · REPUTATION DECOUPLING
Dubai business setup consultants with higher Google review counts and ratings are not systematically recommended more often. The pattern is consistent with a structural difference in how the two systems assess relevance: traditional search surfaces a business setup consultant's Google profile for a human to judge, while these engines appear to synthesise from external sources that discuss a Dubai company formation firm, not from the firm's own listing.
| Firm | Google reviews | Rating | Share of voice |
|---|---|---|---|
| Creative Zone | 3,719 | 4.9 | 31.3% |
| Shuraa | 3,007 | 4.7 | 45.9% |
| Commitbiz | 936 | 4.8 | 40.4% |
Creative Zone, a Dubai business setup consultant, holds more reviews and a higher rating than either other firm, and still receives less AI recommendation than both.
Polishing your Google Business Profile is traditional SEO, not AEO, and this data on Dubai business setup consultants suggests it does not transfer. Third party citations, a Dubai company formation firm being discussed on other sites rather than only listed on its own, are what these engines appear to actually draw from.
FINDING 04 · CATEGORY LEVEL OPPORTUNITY
On generic head term queries, such as who are the best business setup consultants in Dubai, the leading Dubai firm is named in 77 percent of responses. That category is effectively settled.
On jurisdiction specific queries, such as DMCC or IFZA company formation, the leading Dubai business setup consultant captures just 25 percent. Three quarters of these higher intent UAE business setup queries have no dominant owner in the AI answer.
Leading Dubai business setup consultant's share on generic head term queries versus jurisdiction specific queries. The gap is the opportunity: higher intent Dubai company formation categories remain largely unclaimed.
Stop competing for the generic "business setup consultants in Dubai" head term a settled leader already owns. The open ground is in specific, higher intent Dubai company formation queries, jurisdiction, nationality, cost and comparison questions, exactly the long tail that traditional keyword volume tools tend to undervalue.
FINDING 05 · LONG TAIL INVISIBILITY
180 of 219 Dubai business setup consultants with a live website were never named in any of the 386 analysed responses. Restricting the analysis to Dubai firms with 100 or more Google reviews and a rating of 4.5 or above still leaves 70 percent registering a share of voice below two percent.
Strong local reputation, as conventionally measured, does not carry through into AI mediated recommendation for Dubai business setup consultants. For UAE firms outside the top ten, the operational problem is not ranking lower. It is not appearing in the answer at all.
Every tracked Dubai business setup consultant, one cell each. 180 were never named across the study.
Before optimising anything, find out whether your Dubai business setup consultancy exists in the answer at all. A firm with excellent traditional SEO and Google reputation can still be entirely absent from AI answers about business setup in Dubai, and no amount of on-page polish fixes an absence problem.
Method, briefly
100 prompts about business setup consultants and company formation in Dubai, spanning nine intent categories, submitted once each to ChatGPT, Claude, Gemini and Perplexity. Google AI Overview declined to return an answer for 73 of the 100 Dubai business setup prompts and was excluded from all findings, a result worth noting in its own right. 386 of the 400 responses were analysable after excluding 14 lost to capture failure.
Single run per prompt, so the precise share of voice figures for Dubai business setup consultants reflect a July 2026 snapshot rather than a permanently fixed ranking. The concentration and reputation decoupling patterns in this UAE market are expected to reproduce; exact percentages are not. Full definitions, sampling frame, and limitations are documented in the report itself.
Before you read the full report
No. Ranking is a position on a Google results page a human scans. AI visibility is whether an answer engine names your Dubai business setup consultancy at all inside a single generated response. This study of the Dubai business setup market found weak correlation between the two: firms with strong Google reputations were often invisible in AI answers, and vice versa.
Three things, in order. First, check whether your Dubai business setup consultancy appears in AI answers at all, since appearing at all matters more than ranking higher once you do. Second, target specific, higher intent Dubai company formation queries, jurisdiction, nationality, cost, where the findings show no firm has established dominance yet, rather than competing for already settled generic terms. Third, build third party citations and mentions across sites that discuss Dubai business setup, since reviews and ratings on your own listings did not predict AI visibility in this study.
The study's findings are consistent with these AI engines synthesising answers from external sources that discuss a Dubai business setup consultant, such as articles, comparisons and community discussion, rather than reading a firm's own Google Business Profile directly. A strong profile does not automatically become a source the engine cites when answering questions about company formation in Dubai.
No. Individual Dubai business setup consultants showed share of voice differences of up to 41 percentage points between engines for the same underlying questions. This means AI visibility for a Dubai company formation firm has to be tracked and optimised per engine rather than treated as one blended score.
In 62 percent of responses across this Dubai business setup study, the engines named a free zone authority such as DMCC, IFZA, Meydan or DIFC as though it were a consultancy. These are regulators and landlords in the UAE free zone system, not business setup service providers, and were reported separately from the consultant figures throughout the study.
Each prompt about business setup in Dubai was submitted once per engine, and large language model outputs are not fully deterministic, so exact share of voice figures should be read as a July 2026 snapshot rather than a permanent ranking. The concentration and reputation decoupling patterns in this UAE market are large enough to be expected to reproduce on a repeat run, even if precise percentages shift.
This is Study 01 of an ongoing series applying the same method across professional service markets and locations, so that concentration, engine variation and reputation decoupling in Dubai's business setup sector can be compared against other UAE markets and other cities over time. The underlying mechanic, concentrated recommendation and weak correlation with traditional reputation signals, is consistent with the broader AEO research summarised elsewhere on this site, not unique to Dubai business setup consultants alone.
